I dont think you can unshrink something.
You could try soaking it in water then tugging at it all over to pull it larger, then let it dry flat.
I dont know if it will work but its worth a try!
Don’t panic, there might be hope. Sometimes you can coax silk back into shape by spritzing it with water until damp and pressing it using a warm iron. Steam will rise and you press using an up and down motion, don’t glide, until most of the water is gone. It should bounce back somewhat. If the silk is peau de soie, charmeuse, or blouse weight it might work. Don’t use too hot an iron and press on the wrong side. I’ve rescued a couple shrunken silk blouses this way. References :
