The nail polish thing might work in a pinch, but if it is a fancy blouse you wear for special occasions, than you'd better get it sewn back together by a professional!

you have the answer, but dry cleaning will ruin it just leave the blouse in the closet for special times. dry cleaning on top of the nail polish will make it worse plus you have to pay. Put that pretty blouse aside for special times

Call the cleaners in your area. Some offer a weaving service for things like this that usually turn out pretty nice. It can be expensive depending on the garment.
